Tanzanian in list of top young African entrepreneurs

Dar es Salaam. The winner of the second episode of Tanzania’s Top 100 Mid-sized Companies Survey, Mr Patrick Ngowi of Helvetic Solar Contractors, is one of the brainiest young African entrepreneurs, according to Forbes magazine.

 The 28-year-old features in the latest list of the American bi-weekly business magazine that is renowned for its original articles on finance, industry, investing and marketing.

According to Forbes, Mr Ngowi is one of 30 Africans under the age of 30 who are changing the face of Africa.
He was picked by a panel of 12 judges from across Africa who took part in identifying the entrepreneurs and innovators who are making the most dramatic impact across the continent.

A statement in the magazine puts it this way: “These 30 young African entrepreneurs, disruptors and innovators featured on this list are impatient to change Africa. Together, they represent the entrepreneurial, innovative and intellectual best of their generation. They’re solving problems like healthcare and electricity shortages, proffering innovative solutions to waste management, building virtual and physical communities and creating lots of jobs.”

Mr Ngowi, the CEO of Helvetic Solar Contractors, ventured into business nine years ago after receiving a Sh2.3million loan from his mother, Emmy. He earned about $3 million (about Sh4.8billion) last year. With Sh2.3 million, Patrick ventured into vending Chinese mobile phones but, having discovered that only 14 per cent of Tanzanians have electricity, he decided that the solar energy business would be more profitable. A Swiss contact, Philippe Glauser, gave him extra funding. The firm, now six years into business, is a pioneer in the supply, installation and maintenance of solar systems throughout the Northern Circuit of Tanzania. In his first year of business, the 28-year-old had a turnover of Sh30 million, rising to Sh4.6 billion last year—making it the fastest growing medium-sized firm in the country, according to a leading consulting and auditing firm, KPMG.

Ngowi’s father Ephra and his mother are secondary school teachers. He credits the exposure he got from his family’s time living in Botswana and South Africa for setting him on the path to success.

On being recognised by Forbes, he says: “I’m honoured to be on the list of under 30 Best Entrepreneurs in Africa. This goes to show that Tanzania’s economy is growing and that its policies support small and medium business start-ups...It is my hope that this will inspire more of my fellow entrepreneurs to follow their dream and maintain peace and harmony through engaging in their work with absolute commitment.”

Three men abducted 'troubled' 13-year-old and forced her to become their sex slave after plying her with drugs

A 13-year-old girl from a 'troubled family' was abducted by three men and forced into becoming their sex slave.

The girl was subjected to a string of assaults over four days after being trafficked from her home in London to Ipswich, prosecutor Riel Karmy-Jones told Norwich Crown Court.

Suran Uddin, 28, of St Matthew's Row, Bethnal Green, London, Mohammed Sheikh, 31, of Seaton Point in Hackney, London, and Hamza Ali, 38, of Chilford Road, Waltham Forest, London, denied various sex offences during a three week trial.

But following three days of jury deliberations, Uddin, Sheikh and Ali were today all found guilty of conspiracy to traffick in the UK and supplying a class B drug to the victim.

Uddin was also convicted of two counts of rape.

Sheikh was convicted on a charge of causing a child to engage in sexual activity but was cleared of two counts of rape.

Ali was found guilty of a sexual assault but not guilty of rape.

The men will be sentenced at a later date.

Abdul Hammed, 46, of Wellington Street, Ipswich, was cleared of supplying a class B drug and two counts of rape.

The judge had earlier instructed the jury to find him not guilty of trafficking.

Opening the case, Miss Karmy-Jones said: 'These men deliberately targeted her. She was an unhappy and deeply troubled child.

'They enticed her to travel with them in order to set her up as a sex slave and to use her for their pleasure.

'In order to do so, they plied her with drugs and alcohol and made promises that they would take care of her and give her anything she wanted.

'Once at the property in Ipswich, she was treated as little more than skivvy and she was raped over the course of four days.'

She said that Sheikh in particular took advantage of the girl's 'youth and naivety' and she became so attached to him that at first she found it difficult to accuse him of wrong doing.

However, forensic examinations proved he had sexual contact with the victim, Miss Karmy-Jones said.

She added that, shortly before her abduction, the girl, who cannot be named for legal reasons, had been removed from her mother's care and was living with her father after concerns were raised for her welfare.

The alleged attacks took place in a house in Chevallier Street, Ipswich, which had been rented just days before the girl disappeared.

Hatuna mpango wa kuwasaidia waliofeli kidato cha lV-Mulugo

Naibu Waziri wa Elimu na Mafunzo ya Ufundi, Philipo Mulugo, amesema wizara haina mpango wowote kwa sasa kuhusiana na wanafunzi waliofeli kidato cha nne mpaka pale Tume itakapomaliza kufanya kazi yake ndipo itaamua nini cha kufanya.

 

Mulugo aliliambia NIPASHE kuwa wizara inasubiri Tume iliyoundwa na Waziri Mkuu, Mizengo Pinda, imalize kufanya kazi yake, ndipo itatoa uamuzi nini kifanyike juu ya wanafunzi hao.

 

“Kwa sasa siwezi nikasema chochote kwani tume imeundwa ili kulifanyia kazi jambo hilo, hivyo tunasubiri wamalize kufanya kazi yao ndipo tutatoa kauli ya nini kifanye juu ya wanafunzi walio feli kama ni kurudia tena mtihani au la,” alisema Mulugo.

 

Alitoa ufafanuzi huo baada ya kuulizwa wizara yake inazungumziaje juu ya mpango wa Mwenyekiti wa Chama Cha Mapinduzi (CCM) Mkoa wa Iringa, Jesca Msambatavangu kuandaa mafunzo ya kozi ya muda mfupi kwa vijana wote waliofeli mkoani humo ili kuwapima kama wapo wanaaoweza kusaidiwa kuendelea na elimu ya cheti.

 

Msambatavangu alitoa uamuzi huo baada ya makubaliano yake na baadhi ya vyuo vikuu kama Chuo Kikuu cha Tumaini (IUCO) na Chuo kikuu cha Ruaha (Ruco) na kukubaliana kutoa mafunzo hayo yatakayo anza Machi mwaka huu.

Professor watches porn film and accidentally broadcasts across campus

A university lecturer was sacked when he watched porn after class but accidentally ­broadcast the X-rated film across campus.

The visiting professor sat back for his online sex show but forgot to unplug his laptop from the projector – unaware he was being filmed after cameras recording his lecture were left on.

A student who later logged on to the university’s streaming TV service saw the blue movie beamed on the wall behind the academic and spread the word.

A source from ­Wageningen ­University, in the ­Netherlands, said: “It couldn’t have been much worse.

"The projector was still on and the lectures are always recorded and put on online TV.”

The semi-retired professor, 69, has not been ­identified but taught food chemistry.

A university spokesman said he would not lecture there again, adding: “It’s forbidden to watch such sites here.”

Mtanzania apewa uwaziri Rwanda

RAIS Paul Kagame wa Rwanda amemteua Mtanzania, Profesa Silas Rwakabamba kuwa Waziri wa Miundombinu wa nchi hiyo katika mabadiliko ya Baraza la Mawaziri yaliyofanyika Jumatatu iliyopita.

Kabla ya uteuzi huo, Profesa Rwakabamba alikuwa Mkuu wa Chuo Kikuu cha Taifa cha Rwanda. Ni mmoja wa mawaziri wanaoingiza sura mpya katika Baraza la Rais Kagame ambalo amelifanyia mabadiliko kwa kuunda wizara nyingine mpya.

Sura nyingine mpya katika Baraza hilo ambalo liliapishwa juzi Ikulu ya Rwanda ni pamoja na Seraphine Mukantabana (Wakimbizi na Menejimenti ya Maafa) na Oda Gasinzigwa (Ofisi ya Waziri Mkuu- Familia na Jinsia).

Akizungumza kwa simu na mwandishi wetu jana, mdogo wa Profesa Rwakabamba, Timothy Rwamushaija anayeishi Dar es Salaam, alisema ndugu yake alizaliwa katika Kijiji cha Bushagara, Wilaya ya Muleba mkoani Kagera.

Alisema Profesa Rwakabamba alikuwa Mtanzania aliyeamua kuchukua uraia wa Rwanda na wote baba yao ni Mzee Titus Rwamushaija... “Huyu ni kaka yangu wa tumbo moja na kwa kweli tumefurahi sana kwa mafanikio yake sisi kama wanafamilia.”

Naibu Makamu Mkuu - Taaluma wa Chuo Kikuu cha Dar es Salaam(UDSM), Profesa Makenya Maboko alisema Profesa Rwakabamba alifanya kazi katika chuo hicho na aliondoka akiwa Mkuu wa Kitivo cha Uhandisi.

“Aliondoka wakati Kagame alipoingia madarakani na alikwenda kuongoza Taasisi ya Teknolojia ya Kigali (KIST) kabla ya kwenda katika Chuo Kikuu cha Kigali,” alisema Profesa Maboko.

Msomi huyo alikwenda Rwanda mwaka 1997, baada ya kuombwa na Rais Kagame ambaye alikwenda UDSM kuwaomba baadhi ya wahadhiri kwenda Kigali kufungua chuo kikuu katika taifa lake baada ya kumalizika vita ya wenyewe kwa wenyewe mwaka 1994.

Profesa Rwakabamba alikuwa Mkuu wa kwanza wa KIST na kukifanya kuwa miongoni mwa vyuo bora barani Afrika kwa masuala ya teknolojia jambo lililomfurahisha Rais Kagame.

Baada ya mafanikio hayo, Rais Kagame alimteua kuwa Mkuu wa Chuo Kikuu cha Taifa cha Rwanda, Butare ambako pia alijizolea sifa baada ya kusimamia vyema ujenzi wa mabweni kwa wingi na kiongozi huyo alimtunukia uraia wa nchi hiyo kama zawadi.

Hata hivyo, Profesa Rwakabamba atakuwa amelazimika kuukana uraia wa Tanzania kwa kuwa katiba ya nchi hairuhusu uraia wa nchi mbili.
Profesa Rwakabamba alipata elimu ya msingi huko Muleba na akajiunga na Shule ya Sekondari ya Ihungo.

Dar auditors want donors to put pressure on govt to be more transparent

Dar es Salaam. Development Partners (DP) and auditing stakeholders have been urged to cooperate with the National Audit Office (Naot) to address inadequate manpower that hinders the fulfilment of its obligations.  The Naot undertakes audit responsibilities with the United Nations (UN) board since July 1, last year, soon after attaining membership to the board.

Upon implementation of its responsibilities, the Naot said 100 auditors had been assigned to undertake UN assignments, something that challenged the implementation and timely delivery of high quality audit reports to the legislature, the executive and the judiciary.

Controller and Auditor General (CAG) office’s obligations give assurance that national resources are properly managed and that the value for money is being established.

 “Since, the office enhances accountability, transparency and cost effectiveness in the country’s public sector, development partners and stakeholders are called upon to help address existing challenges,” said Mr MLudovick Utouh.

Mr Utouh was giving remarks in the signing of Memorandum of Understanding (MoU) to implement the Sh5 billion of phase II of the National Audit Office Development Project (Naodp) jointly undertaken by the Naot, the Swedish National Audit Office (Snao) and the Swedish International Development Agency (Sida).

Whitney Houston's ex-husband Bobby Brown 'sentenced to 55 days in jail

Bobby Brown is reportedly heading to jail.

The ex-husband of the late Whitney Houston was sentenced to 55 days in prison on Tuesday, according to TMZ.

The 44-year-old was handed down the jail term after being arrested for drink driving for the third time back in October last year.

As well as prison time, Brown was given four years probation and ordered to complete an 18-month alcohol program.

Brown is required to turn himself into the jail facility by March 20 of this year.

In the interim he must attend three Alcoholic Anonymous meetings a week.

Brown pleaded no contest to the charges in court on Tuesday.

Following his arrest last year, Brown denied multiple DUI charges after being pulled over at around 1 a.m. on October 24, 2012 when police believed he was driving erratically in the Tarzana area of Los Angeles.

After the arrest, the Don't Be Cruel star pleaded not guilty to driving under the influence of alcohol.

The singer maintained his innocence at a Los Angeles court, despite the fact it was the third time he was charged with DUI.

Officers subsequently discovered he was behind the wheel without the dashboard breathalyser he was previously ordered by a court to carry around with him.

Brown was charged with driving under the influence with a refusal to submit to a chemical test, driving with a suspended license due to a conviction of an alcohol offence, and driving a vehicle without an ignition interlock device.

The last two counts are the result of another DUI arrest back in March in the San Fernando Valley.

At the time, Brown received three years' probation and did a spell in rehab after pleading no contest in that case.

Kwamba, ni wazi wanaofanya vurugu, ukatili na mauaji hayo yakiwamo ya viongozi wa dini, ni vibaraka wanaosaka ufadhili kutoka nje au ndani ya nchi ili nchi yako isitawalike; nao wapate cha kusema katika majukwaa ya kisiasa au kwa wafadhili wao.
Si siri, wanaofanya chokochoko hizi si tu kwamba wamekula sumu ya udini, bali pia wanamezeshwa sumu ya kisiasa na agenda yao ni pamoja na kuua Muungano, hivyo wanawaona baadhi ya Watanzania kama magugu katika malengo yao ya mavuno ya kisiasa na kiuchumi. Hii ni hatari na upotofu wa hali ya juu, ni kwa vile tu, hawajui walifanyalo.
Bahati nzuri watu hao ni wachache sana; hata huko visiwani Zanzibar, wanaoyafanya hayo ni wachache maana wengi ni watu wema na wanaochukizwa na unyama huo, lakini bahati mbaya ndani yake ni kwamba licha ya uchache wao, wana sumu kali ya ubaguzi na chokochoko za ubaguzi wa kidini zilizoficha siasa ndani yake na sumu hiyo inasambaa kwa kasi.
Rais wangu Kikwete; Rais usiyejikweza, usiyebagua wala kutaka makuu, usiruhusu yeyote abomoe nchi unayoijenga kwa mikono yako eti kwa kuwa tu, ni rafiki, ndugu, jirani, mtu wa kabila, chama chako au eti ni mtu wa dini yako. Usikubali kabisa.
Watumie wasaidizi wako wanuie kwa dhati kutafuta kwa kina chanzo cha tatizo hili kwa mapana na marefu yake vinginevyo, nchi inalowa chozi na kunuka damu ndani ya uongozi wako. Usikubali watangulizi wako wakucheke na kukusuta huku wakisema, “mbona kwetu haikutokea?”
Wasisitize Watanzania wanaojua na wasiojua kwamba, kuchezea amani hasa kwa misingi ya ubaguzi wa kidini, ni kufanya ujinga wa kujificha katika mdomo wa mamba mwenye njaa aliye mawindoni ukidhani uko salama kumbe umejizika mwenyewe kabla ya kufa.
Usikubali nchi itumbukie kwenye vita ya kidini ikiwa mikononi mwako. Hivi utamwambia nini Mungu! Hivi unajua kwamba hata wanaofanya mchezo huo bila hofu kana kwamba serikali imekwenda likizo wanajua kwamba wanaijeruhi Tanzania na Watanzania wake bila ubaguzi. Watanzania hatutaki vita ya udini, maana kwa asili, nchi yetu ni ya amani na upendo.
Unajua rais wangu tatizo ni kwamba, nchini kwetu tatizo la udini linazungumzwa kama hadithi katika siasa na vyombo vya habari ili kuombea kura, basi.
Ni wachache sana wenye nia ya dhati kuliondoa na ndiyo maana hata Jeshi la Polisi linapata kazi ngumu, licha ya juhudi zake zote kupambana na vurugu hizi.
Umefika wakati sasa serikali iache kufumba macho wala kuwavumilia wachochezi wote wa vurugu, ziwe za kidini au za kisiasa, hasa hao wanaotaka kuigawa Tanzania katika misingi ya dini.
Tanzania inalia machozi; inaaibika kimataifa. Itashindwa kujinasibu kama watu wake ni wacha Mungu. Wacha Mungu gani wanaokuwa tayari kupiga au kuua wenzao kwa kutumia jina la dini!
Watanzania tutachekwa na wakati huo tukiwa tunaficha nyuso zetu kwa viganja vya mikono.
Wapo waamini wengi wa Kiislamu (waamini wa kweli) wanaoishi kwa hofu kutoka kwa wenzao wanaojaribu kufanya chokochoko na vurugu za kidini kwa vile tu, hawataki kuunga mkono uchafu huo ndani ya nchi na mbele ya Mungu.

Married straight couples are 'healthier than gay couples': Scientists back calls for same-sex marriage

Married heterosexual couples are healthier than people in same-sex relationships, researchers have claimed. 

The scientists, from Michigan State University, believe that this could be down to a number of factors, including a lack of resources, such as partner health insurance, that come with marriage.

Therefore, the team say that allowing gay couples to marry could improve their health.

Dr Hui Liu wrote in the Journal of Health and Social Behaviour that previous research has already shown that married people are healthier than unmarried ones.

He said: ‘Although our study did not specifically test the health consequences of legalising same-sex marriage, it's very plausible that legalisation of gay marriage would reduce health disparities between same-sex cohabiters and married heterosexuals.’

The researchers studied the self-rated health of 1,659 same-sex men living together and 1,634 same-sex cohabiting women with that of their different-sex married, different-sex cohabiting, single, divorced and widowed counterparts.

Dr Liu said: ‘The odds of reporting poor or fair health were about 61 per cent higher for same-sex cohabiting men than for men in heterosexual marriages and the odds of reporting poor or fair health were about 46 per cent higher for same-sex cohabiting women than for women in heterosexual marriages.’

6-month ban for FM stations over fiery comments, another fined for pro-gay spot

The Tanzania Communications Regulatory Authority (TCRA) Content Committee has banned for six months a Morogoro-based radio station, Imaan FM, and Mwanza-based Neema FM Radio after broadcasting on different occasions inflammatory statements that violated the law and broadcasting ethics.

The committee has also fined Clouds FM Radio Sh5 million after holding a discussion that promotes and supports homosexuality in the country through its morning programme, Power Breakfast, in a "Jicho la Ng’ombe" segment.

A guy who schools in Houdegbe North American University Benin Republic(HNAUB) was arrested, due to his action of turning a fellow female student to a snake using supernatural powers.

People thought the girls had done their “crayfish waka” as usual, not knowing that the girls have been used for rituals.

Polisi watumia ubabe kuzuia maiti kusafirishwa Geita

POLISI wa Mkoa wa Geita wametumia nguvu kuzuia msafara wa waombolezaji waliokuwa na mwili wa marehemu mfanyabiashara, Yemuga Fungungu (48), mwishoni mwa wiki iliyopita na kusababisha vurugu kubwa.

Kamanda wa Polisi Mkoa wa Geita, Leonard Paulo alikuwapo wakati askari wake walipoingilia msafara huo na kusababisha vurumai kubwa.
Waombolezaji hao walikuwa wakiuhamisha mwili wa marehemu Fungungu kutoka Hospitali ya Runzewa kuupeleka katika Hospitali ya Geita.

Sakata hilo la ndugu na polisi lililotokea saa nane mchana juzi Jumamosi katika Pori la Samina, Geita na polisi wakiwa kwenye magari matatu wakiwa wamesheheni silaha mbalimbali walifika na kuzuia mwili wa marehemu kusafirishwa.

Baadhi ya ndugu wa marehemu akiwamo mkewe, wanadai kwamba Fungungu alifariki dunia baada ya kupigwa risasi na polisi wanaosemekana kwamba walimvamia nyumbani kwake usiku wa kuamkia Alhamisi iliyopita kisha kupora mamilioni ya fedha. Wanadai kwamba alipigwa risasi tumboni na kichwani katika Kijiji cha Runzewe, Wilaya ya Bukombe mkoani hapa.

Katika tukio hilo inadaiwa kuwa kiasi cha Sh360 milioni kiliporwa. Kati ya fedha hizo, Sh60 milioni zinadaiwa kwamba zilikuwa kwenye gari wakati Sh300 milioni zilikuwa kwenye masanduku mawili yaliyokuwa ndani ya nyumba.

Pia ndugu hao walidai kwamba Sh1.2 milioni zilichukuliwa na askari wawili wa kiume baada ya kumpekua mke wa marehemu kwenye nguo za ndani.

Pia askari hao wanadaiwa kupora mali mbalimbali za marehemu zikiwamo redio mbili, video kamera moja, nguo za marehemu ikiwamo kanzu, mashine ya printer, mashine ya inventor, karatasi za picha, deki mbili za kucheza CD, pamoja na nguo za mke wa marehemu.

Baada ya polisi kuyasimamisha magari manane yaliyokuwa katika msafara huo wa kupeleka mwili wa marehemu kwenda kuhifadhiwa katika chumba cha maiti Hospitali ya Geita, kulizuka mabishano makali kati ya Kamanda Paulo na ndugu wa marehemu.

Baada ya kuusimamisha msafara huo, Makona aliwataka ndugu wa marehemu kumsubiri Kamanda Paulo ambaye alifika baada ya takriban dakika 10.

Mwandishi wa habari hii ambaye alikuwa katika eneo la tukio, alishuhudia ndugu wa marehemu na Kamanda Paulo wakirushiana maneno.

Cameron bans Obama from bringing Michelle to G8 as he decrees summit will be WAG free zone

David Cameron is encouraging Barack Obama to leave his wife Michelle at home when he attends the G8 Summit in the UK this year.

British sources say the Prime Minister wants the summit in June to be WAG-free to ensure leaders remain ‘focused’ on issues like tackling tax avoidance, without the distraction of having their wives and girlfriends in tow.

Diplomats have begun the delicate process of enquiring whether the spouses of the world’s most powerful individuals are happy to be left behind during one of the highlights of the global political calendar.

It is being made clear that Samantha Cameron plans to break with G8 tradition and not host a separate programme of activities for visiting wives.

If the ploy is successful it means that the likes of Michelle Obama and Valerie Trierweiler, girlfriend of France’s Socialist President Francois Hollande, will not attend the summit, being held at the luxury Lough Erne resort in Northern Ireland.

Officials admit that they will be powerless to resist if leaders insist on bringing their wives, in which case Mrs Cameron may host a modest lunch in Downing Street. But they hope to persuade them otherwise, in order to make the summit a business-like leaders-only affair.

A Number 10 spokesman said: ‘The Prime Minister wants the G8 to be small, intimate and focused on the three issues of the day - tax, trade and transparency. Other issues, like the role of spouses at the G8, are yet to be confirmed.’

Mr Cameron’s ploy is reminiscent of the stance taken by the former England football manager Fabio Capello who banned players’ wives and girlfriends - dubbed the WAGs - from attending the 2010 World Cup in South Africa so that they could focus on winning. The tactic failed when the team put in a string of dismal performances.

British sources said Mr Cameron was inspired by last year’s G8 Summit at President Obama’s Camp David country retreat.

The summit was attended by the leaders alone, although Mrs Obama hosted a White House lunch for visiting wives in Washington.

The plan to scrap the traditional programme of events for the ‘First Wives Club’ is likely to raise eyebrows, particularly as Mrs Cameron has failed to attend any of the three G8 summits of her husband’s premiership.

The role of the wives has become increasingly elaborate in recent years. In 2011 a pregnant Carla Bruni hosted a summit on tackling global illiteracy for visiting wives when the summit came to the French resort of Nice.

Msichana huyo alisema siku ya tukio, majira ya saa saba mchana, alienda msikitini hapo kuomba msaada, kwa vile anaugua kifafa.

 

“Nilipofika, nilikutana na huyo baba akaniambia ni kiongozi  wa msikiti, hivyo nimsubiri akanichangie fedha kwa waumini,” alisema.

 

“Ndipo mimi nikaingia ndani ya msikiti,  upande wa wanawake kuswali,  baada ya kumaliza mzee huyo aliniita na kuniingiza ndani ya eneo jingine nikafikiri naenda kuchukua mchango, kumbe naenda kubakwa,”aliongeza.

 

Alidai kuwa mtuhumiwa alimpapasa, na kwamba alijitahidi kukataa, lakini ‘aliishiwa nguvu’ hivyo kutoa fursa ya kuangushwa chini na kubakwa.

 

Kwa mujibu wa msichana, wakati tukio hilo likiendelea, alitokea mzee mwingine (Sande) na kuwatenganisha.

 

“Alimtoa juu yangu na huyo baba (mtuhumiwa) kuanza kukimbia, ndipo waumini wa msikiti walimkimbiza na kumkamata na kuanza kumpiga,” alidai.

 

Alisema wakati huo, alikuwa amezimia na kwamba alipozinduka alijikuta akiwa wodini hapo.

So you think you’re safe? You’ll likely be mugged, maimed and killed walking along Ocean Road near State House

Dar es Salaam. Ocean Road is one of the most beautiful neighbourhoods in this city and the perfect spot to relax and enjoy the soothing sea breeze—by day, that is.

After dark, the area turns into a no-go zone where vicious thugs operate with surprising freedom and impunity, brazenly targeting people walking on the beach or along the road.

Lone motorists whose vehicles break down are also fair game for the gangsters, who attack their victims with clubs, iron bars and knives and rob them of money, mobile phones and other valuables.

Especially dangerous is the short stretch between the junction of Ufukoni and Ocean roads and the turnoff to the Dar es Salaam Gymkhana Club. It is a muggers’ paradise, and yet this is supposed to be a safe zone in the city, if not the safest.

It is within a one-kilometre radius of State House and a stone’s throw from the headquarters of the Ministry of Home Affairs and Selander Bridge Police Station. Yet nowhere else in the city centre is one more likely to be attacked, robbed and even killed under cover of darkness.

Ilala Regional Police Commander Marieta Minangi says she has yet to receive reports of people being attacked and robbed in that neighbourhood. There could be some isolated incidents, she adds, but there is no truth in claims that the area is taken over by criminals after dark.

“We regularly patrol the place, and it’s just not possible for muggers and other criminals to operate freely,” she says. And here is the evidence: The police have evicted a number of “bhang smokers” who were living in an open space overlooking the beach.

Ms Minangi dismisses reports that police know the muggers but look the other way as they regularly take bribes from them, only saying that there is no proof of this. She adds: “This is news to me. Anybody who has proof should come to me, and I will take appropriate measures. Until that happens, I will continue to regard the reports as mere rumour.”

The regional police chief says Ilala residents should work closely with the police to enhance security instead of “complaining on the streets”.

But people living and working in the vicinity of the beach and those who frequently use Ocean Road at night say police hardly patrol the area. “The only time we see police here is after someone has been brutally attacked and robbed. They come here and go through the motions of looking for the attackers before speeding away, usually without any suspects,” said a security guard in the neighbourhood.

There was a time when muggings were an almost daily affair until people here decided to do the wise thing and avoid the area after dark.

The guard, who asked not to be named, adds: “But there are those who are not aware that this is a place to be avoided. These are the ones who fall victim to the thugs.”

Investigations by The Citizen on Saturday have established that a number of tourists have been attacked and robbed in recent months. Most of the foreigners were attacked while either jogging on the seafront in the early morning or taking a leisurely evening stroll.

The thugs usually lie in wait for potential victims on the beach. They dash back to the beach and sometimes swim out to sea under the cover of darkness after robbing their victims, making it almost impossible to pursue them.

A resident of Sea View along Ocean Road, who gave his name only as Mark, said police dare not venture onto the beach at night in pursuit of muggers. “They scan the beach from the safety of the road before driving away, and that’s usually the end of the story,” he said. “Someone is sleeping on the job. How on earth can a place that is so close to State House be one of the most dangerous areas in Dar es Salaam? This is one big mystery.”

A motorist told The Citizen on Saturday of his ordeal at the hands of the gangsters. He was driving on Ocean Road towards the turnoff to the Dar es Salaam Gymkhana Club at around 10pm when his vehicle veered off the road and hit a tree.

He recalls: “The car was almost immediately surrounded by suspicious-looking characters who swiftly opened the doors and dragged me out. The thugs, who were armed with knives, descended on me with kicks and blows and robbed me of a substantial sum of money, two mobile phones and even my clothes and shoes."

"They fled towards the beach when security guards on duty at buildings overlooking the sea blew their whistles after hearing the commotion…they would have killed me had I resisted.”

Rapper Ja Rule was released from prison today, but he’s not exactly a free man.MyFox NY reports that “Ja Rule left an upstate New York prison Thursday morning after serving most of his two-year sentence for illegal gun possession and headed straight into federal custody in a tax case.

When the prison gates clanged shut behind him after serving a two-year sentence for illegal gun possession, U.S. Marshals were waiting to escort Ja Rule to his next destination.

The “Put It On Me” rapper reported to prison in June 2011.

Police: woman gets stuck in handcuffs while 'playing around' with boyfriend

A young couple came into a police station in Poughkeepsie, N.Y., Monday morning because the girlfriend got stuck in a pair of handcuffs, the New York State Police said.

They were "playing around" with the man's handcuffs when he tried to remove them from her wrists and broke the key by accident, police said.

The broken key got stuck inside the handcuff lock cylinder, police said.

A state trooper cut the handcuff from the 20-year-old woman's wrist.

The woman was "extremely embarrassed" but grateful to cops for their help, police said.

State Police did not release photos of what happened "to protect all involved," authorities said.

According to reports gunshots were fired between black SUV at a Maserati, causing the Maserati to crash into a taxi, that burst into flames.
